If an agency states that they'd like the first three chapters but my chapters are really short should I go ahead and send just what's requested or bung in more chapters?

I don't really want to cheat and add a few chapters together to bulk it out and I'm confident that the beginning is good from the get-go, but at just over 3000 words for all three chapters I keep thinking it seems a little short.

I would do what they ask. Nothing annoys them more than submissions which don't follow the damn directions, as Miss Snark used to say. They'll be able to tell if they're interested in 3000 words.

After reading a rather sobering agent's blog where she said she rarely needs to read past the first couple of paragraphs, I stopped worrying about length of my first three chapters.
